Contexte
Côte d'Ivoire is a major hub of cultural creativity in the sub-region. It offers artistic vitality in most creative fields and a remarkable cultural dynamism. Since 2011, against a backdrop of economic recovery and socio-political calm, the Ivorian government has been focusing on the arts and culture, and supporting the development of the Cultural and Creative Industries (CCI).
As part of the National Development Program (PND) 2021-2025, the Ministry of Culture and Francophonie (MCF) has placed CCI high on its list of priorities and is committed to “making this sector more contributive to the country's social, economic and cultural development” in order to increase the spin-offs in terms of youth employment and boost the country's attractiveness (by affirming it as a filming destination, for example).
The MCF has prioritized the film, music and fashion industries, which offer the greatest potential for job creation. Today, the MCF wishes to focus on training and professionalization of the CCI value chain, with the aim of achieving a real impact on employment, targeting young people as a priority, and with a gender-sensitive approach.
The question of accessibility to culture, helping to reduce inequalities of access, is also a strong objective: the MCF wishes to concentrate investment on a symbolic location, enabling the development of a pilot cultural venue that could be replicated. With this in mind, the existing Centre Culturel Jacques Aka in Bouaké will be extensively renovated.

Strengthening public cultural governance
Promoting women's empowerment in the sector
Expected results
- Young people's access to employment will be improved by strengthening the ICC sectors (professionalization, networking), particularly in the music, film and fashion industries.
- Access to culture for as many people as possible will be improved by the renovation of Bouaké's Centre Culturel Jacques Aka, to make it a quality cultural facility for the city, the region and the country.
- We will support the reduction of gender inequalities in the CCIs and value chains we support, by ensuring women's access to vocational training, employment and dissemination services and opportunities.
