Contexte

Mozambique's cultural sector offers great potential for youth empowerment, job creation, innovation, economic diversification and growth. Indeed, the diversity of cultural events both in Maputo and in the provinces testifies to the sector's dynamism. There are regular quality music and dance festivals, internationally renowned visual artists, as well as the recent emergence of a number of design, digital communications and fashion companies.
However, this potential remains largely under-exploited due to a lack of qualified human resources, lack of funding and access to markets, weak institutions, disparities between the capital and the provinces, and the sector's international isolation. This project, implemented by Expertise France and financed by the European Union, aims to strengthen the capacities of the cultural sector in order to promote its contribution to the country's social and economic development, in particular through better integration of digital technologies.

Goals

  • Strengthening the cultural sector in Mozambique

    and increase its contribution to the country's social and economic development, with a particular focus on empowering young people and women.

  • Strengthen the technical, scientific, entrepreneurial and digital capacities of players in the cultural sector

    to promote their professionalization and long-term integration into the economic and creative dynamic.

  • Favoriser la structuration, la mise en réseau et l’émergence d’opportunités économiques pour les entrepreneurs des Industries Culturelles et Créatives (ICC)

    Promote structuring, networking and the emergence of economic opportunities for entrepreneurs in the Cultural and Creative Industries (CCI).

  • Support the institutional strengthening of the Ministry of Culture and Tourism

    as well as decentralized public bodies, for more effective, inclusive governance tailored to the challenges of cultural development.

Expected results

    Human resources skills are strengthened at technical, cross-functional, entrepreneurial and digital levels.
  • 600 people with an idea for a CCI project take part in a pre-incubation bootcamp, at least 50% of whom are women and 50% of whom are under 30.
  • 160 cultural entrepreneurs join incubation program
  • 100 young people gain access to a 6-month professional internship in a Mozambican CCI structure
  • Opportunities for the development and structuring of the Cultural and Creative Industries (CCI) are supported through networking, financing and cooperation at national and international levels.
  • Organization of 2 conferences per year and 1 annual forum, attracting an average of 200 participants per event
  • Financing of 24 medium-sized projects and 24 small projects, 50% of which are led by women and 60% by incubation program beneficiaries.
  • 30 cultural leaders benefit from international mobility programs, 50% of whom are women and 50% under the age of 30
  • The capacities of the Ministry of Culture and Tourism and other decentralized public bodies are strengthened.
  • Technical assistance and training for Ministry of Culture staff
  • Support for equipping 4 Casas da Cultura in the provinces and training their staff
