Contexte
As part of the Création Africa program, which aims to create new dynamic partnerships between French CCIs and CCIs on the African continent, the Institut Français is implementing four mobility programs. One of these programs concerns webtoon production, inviting French webtoon professionals to take part in the BILILI BD festival.
The final selection is made up of ten professionals from the webtoon industry:

- EVENTOON - Cécile Garcia, president - webtoon authors' collective
- DARGAUD - Maëva Poupard, author and editor - publishing house
- CITYTOON - Olivier Lebleu, Editorial Director - distribution platform
- MAKMA - Edmond Tourriol, General Manager - production studio
- BEYOND STORIES - Kim Thouvenin, producer - production studio
- BD Angoulême - Marie Fabbri, International Rights Market Manager - festival
- DUPUIS - Wladimir Lentzy, special envoy - publishing house
- ONO - Assiatou Diallo, Africa Development Director - distribution platform
Experts on the selection committee
The committee is made up of three qualified industry figures and two representatives of the French Institute:
- Joëlle Épée Mandengue, author and director of the BILILI Festival
- Sébastien Célimon, director of Rencontres internationales du webtoon
- Teddy Kossoko, founder of GARA Store, a pan-African distribution platform for webtoon and video game content
- Marie-Charlotte Baoudour, ICC and digital project manager, Book and Publishing Department, Institut français
- Géraldine Prévot, Publishing and Translation Project Manager, Books and Publishing Division, Institut français

Support for key events and professional platforms on the continent
Structuring regional sector dynamics
Support for French and African ICC professionals in specifier markets
Support for CCI players in target countries
Expected results
- This delegation, selected by a committee of experts, took part in BILILI from December 2 to 7, 2024, with a customized program of activities designed in collaboration with the event organizers (preparation sessions, professional meetings, networking sessions etc).
